Governments, communities of states, and law enforcement agencies must ensure that penalties are implemented draconically and perpetrators are held accountable for their crimes.
RECOGNITION OF FGM AS GROUNDS FOR ASYLUM.
If women and girls are persecuted due to FGM in their country of origin, they must be recognized as entitled to asylum, as they are unable to obtain protection in their home country. Recognizing FGM as a ground for asylum is an important measure to protect women and girls and uphold their human rights.
OBLIGATION FOR MEDICAL PERSONNEL AND HEALTH CARE FACILITIES TO REPORT TO AUTHORITIES

Students should be educated about the dangers and serious consequences of female genital mutilation so that they can work for a better future. Social media and local communities can be used for this purpose.
COOPERATION WITH RELIGIOUS LEADERS AND FAITH COMMUNITIES.
As female genital mutilation is often carried out under the pretext of religious reasons, it is important to cooperate with faith communities and their leaders.
FULL COVERAGE OF THE COSTS OF TREATMENT AND REOPERATIONS
